The questions raised upon this appeal are: (1) Whether certain private and local laws, creating the Beloit City School District, were repealed by ch. 425, Laws of 1927; (2) if they were, whether ch. 207, Laws of 1929, passed for the express purpose of re-enacting the said private and local laws, was effective to accomplish this purpose; and (3) assuming a negative answer to each of the *412foregoing questions, whether ch. 256, Laws of 1929, operated to continue the Beloit City School District under its existing organization.
