Three separate actions of debt were instituted before a justice of the peace by the city of Chicago against Henry Kiel and others, to recover a penalty for the violation of an ordinance passed by the city council on the 30th of November, 1896, which actions resulted in a judgment in favor of the city. • An appeal was prosecuted to the criminal court of Cook county, where, by agreement of counsel, the three cases were consolidated and submitted to the court for trial without the intervention of a jury, upon stipulated facts.
