El Paso Electric Co. (“EP Electric”) appeals from three decisions1 in which the Federal Energy Regulatory Commission (“FERC” or the “Commission”) reviewed and required revisions to certain compliance filings that EP Electric and other utilities filed with FERC pursuant to Order No. 1000.
