This case is a suit for money damages by reason of personal injuries sustained in an automobile accident occurring in Lake Charles, Louisiana. We are concerned with two issues: First, is this a court of competent jurisdiction ? Second, if this is a court of incompetent jurisdiction, has the Louisiana Statute of Limitations tolled (thus denying to plaintiff a federal forum to pursue his cause of action). A brief chronology of events is necessary:
