Proceeding pursuant to CPLR article 78 (transferrred to this court by order of the Supreme court at Special Term, entered in Albany County) to review a determination of the New York State Department of Social Services which affirmed the decision of the Albany County Department of Social Services denying petitioner’s application for public assistance and imposing a 30-day sanction for noncompliance with State regulations.
