ORDER

Northern Illinois University expelled Carl Qualls in 2000 for poor academic per*513formance, and Qualls has spent the last eight years challenging that decision. This appeal arrives after six years of litigation spanning two lawsuits. In his first action, Qualls sued the university and various administrators and employees under Title VI of the Civil Rights Act of 1964, 42 U.S.C. § 2000d to 2000d-7, 42 U.S.C. § 1983, and state tort law, claiming his low grade-point average was the result of a hostile educational environment and unredressed race discrimination on campus.
