Randell Roberts pled guilty to failure to surrender for service of sentence in violation of 18 U.S.C. § 3146(a)(2). The district court applied a three-level enhancement under U.S.S.G. § 3C1.3. That enhancement implements 18 U.S.C. § 3147, which provides that a person convicted of an offense committed while on release shall be sentenced to a term of imprisonment of not more than ten years if the offense is a felony.
