The appellee, Vincent F. Goodsell, on June 6, 1978, filed a certificate of candidacy for the office of County Executive of Prince George’s County, Maryland. The appellant, the Board of Supervisors of Elections of Prince George’s County, refused to accept the certificate or place his name on the ballot, maintaining that he did not meet the qualifications for the office set forth in the County Charter.
