This civilian pay case is before the court on cross-motions for summary judgment. Plaintiffs are former Foreign Service Reserve (FSR) officers whose time-limited assignments in the FSR were terminated because, according to the Government, "the need no longer existed for plaintiffs’ services.” Upon termination from the FSR, plaintiff Frank E.
