This appeal arises out of the conviction of Joseph P. Thorn (“Thorn”) in the United States District Court for the Northern District of New York (Frederick J. Scullin Jr., Chief Judge) of nine counts of violating the Clean Air Act, 42 U.S.C. § 7413(c) (2000), and one count of conspiracy to promote money laundering, 18 U.S.C. § 1956(a)(1)(A), (h) (2000).
