KRAVITCH, Senior Circuit Judge:
The Second Amendment to the United States Constitution provides: “A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.” In this case, we must decide whether this amendment grants constitutional protection to an individual whose possession or use of maehineguns and pipe bombs is not reasonably related to an organized state militia.
