Plaintiff Lois Barbara Gross brings this action pursuant to 42 U.S.C. § 1983 and invokes jurisdiction in accordance with 28 U.S.C. §§ 1343(3) and (4), 1651, 2201 and 2202. In her complaint challenging the involuntary commitment procedures adopted by the Baltimore City Police Department in admitting arrested individuals suspected of mental illness to the Psychiatric Screening and Evaluation Unit (the “Unit”) at Baltimore City Hospital, she names seven individuals as defendants: Donald D.
