STATEMENT OF THE CASE

Mary Louise Ables and others (Appellants) appeal the dismissal of their complaint for declaratory judgment pursuant to Indiana Rules of Procedure, Trial Rule 12(B)(1) asserting lack of jurisdiction of the subject matter for failure to exhaust administrative remedies. We reverse.
