OPINION

GREEN, Chief Justice.

This suit was brought by a group of tax paying citizens of Bee County against Bee County and its county judge, four county commissioners, auditor and treasurer. All of said officials were sued solely in their official capacity. A permanent injunction was sought enjoining the county and its officials from making or causing to be made any expenditure of county funds in the form of contributions to the retirement program for Bee County for the months of October, November and December, 1968.
