Following their most recent drunk driving convictions — the third for petitioners Kevin B. Acevedo and Caralyn A. Matsen, and the sixth for petitioner Michael W. Carney — petitioners’ driver’s licenses were revoked pursuant to the Vehicle and Traffic Law. Petitioners’ relicensing applications were subsequently denied pursuant to recent amendments adopted by respondent New York State Department of Motor Vehicles (DMV), which govern the relicensing of recidivist drunk driving offenders. 1 Petitioners now challenge the validity of those regulations and seek…
