Delfrey Williams, Geraldine Manuel Jackson, and Daisy Lee Robinson, three residents of the City of Prichard, sued the City of Prichard1 and the Board of Water and Sewer Commissioners of the City of Prichard ("the Board"), alleging that, as a result of an improper sewage discharge, they had suffered mental anguish and had suffered a diminution in the value of their real property. They alleged that the Board had negligently or wantonly designed, constructed, and maintained the City's sanitary sewerage system.
