Before the Court is Bobby Jones’s appeal of an August 8, 2002, decision of the Board of Veterans’ Appeals (Board) denying entitlement to service connection for a nervous condition to include schizophrenia and depression. The question presented is whether the Court has jurisdiction to consider this appeal. On August 27, 2003, the appellant had filed a motion for Board reconsideration of its decision, which was denied on October 17, 2003.1 On November 10, 2003, the Court received the appellant’s Notice of Appeal (NOA).
