Giant Food Stores, LLC (Giant) appeals from the Chester County Common Pleas Court’s (trial, court) June 23, 2016 order granting Penn Township’s (Township) motion to quash (Motion) Giant’s appeal from the Township’s denial of Giant’s request for an intermunicipal transfer of a restaurant liquor license (License).
