SCHOELEN, Judge:
The appellant, Ivan R. Sellers, through counsel, appeals an April 2, 2008, Board of Veterans’ Appeals (Board or BVA) decision in which the Board determined that a July 14, 1988, rating decision did not contain clear and unmistakable error (CUE). Record (R.) at 18. The Board also confirmed that the appellant was not entitled to an effective date earlier than February 5, 2004, for service connection for retinitis pigmentosa (RP),1 as found by the January 31, 2005, Houston VA regional office (RO) decision.
