This is a proceeding brought by the United States seeking to enjoin a Mississippi County registrar from engaging in racially discriminatory acts and practices which deprive Negro citizens of the right to register and vote without distinction as to race or color. This is the second appearance of this case in this Court. See United States v. State of Mississippi, 339 F.2d 679 (5 Cir., 1964). Since our former decision, the Voting Rights Act of 1965, 42 U.S.C.A. § 1973 et seq. has become law. In our former decision the case was reversed and remanded to the district court.
