In the aftermath of a February 16, 2002 suicide bombing in the Samaria region of the West Bank, plaintiffs, the victims and personal representatives of United States citizens injured and killed in the attack, initiated the instant suit against the Palestinian Authority and the Palestinian Liberation Organ ization (collectively, “defendants”) for alleged violations of the Anti-Terrorism Act, 18 U.S.C. § 2333 et seq., and related torts.
