¶ 117. (concurring). I concur in the lead opinion's conclusion to affirm; I do not join the lead opinion's entire analysis.1 Although I agree with much of the lead opinion's analysis in this case, I write separately because I fear our jurisprudence on retroactive legislation is in the process of becoming unmoored from fundamental principles of constitutional law and statutory interpretation.
