In this action in the nature of certiorari, the trustees of Paul Revere Realty Trust sought review of two decisions of the commission denying the trustees’ applications for a license, pursuant to G. L. c. 140, § 23, to operate a *12lodging house for the years 1986 and 1987. A judge of the Superior Court reversed and remanded the matter to the commission for further proceedings. We affirm for essentially the reasons given by the trial judge.
