I. Facts and Proceedings.
K.L.F. came to the attention of juvenile authorities for shoplifting a “T” shirt from J.C. Penney’s and taking her mother’s car without permission. Adjudged delinquent, she was placed in the Laurel Street Shelter, *1077from which she ran. She again took her mother’s car without permission, following which she was placed on probation and in the care of foster parents. A second foster placement, from which K.L.F. ran, was followed by placement at Booth Memorial Home, from which she also ran. These events took place between February and December 1988.
