Ross, J.

This action was commenced in 1985 by two families, then designated families A. and B., on behalf of themselves and a putative class of families who have been or will be the subject of a report of suspected child abuse and maltreatment, or who have or will be identified as being at risk of foster care placement. The complaint was subsequently amended to increase the number of named plaintiffs to nine families who have been designated as families A. through I. This appeal is the third appeal before this Court in this case and primarily concerns the family designated…
