The order now before us for review had its origin in a proceeding instituted by the commission upon its own motion. Having received information that the appellant water company “proposed to make certain changes in the interest rates of two outstanding bond issues,” and being of opinion that these changes might “constitute the issuance of securities” within the meaning of Article III, Section 4(a) of the Public Service Company Law of July 26, 1913, P.
