The only question in this case is the constitutionality of the act of the legislature of Kansas under which these bonds and coupons wrere issued. .Before entering upon the discussion of this question, it is well to note the purpose and extent of the authority vested in the commissioners appointed by the act to issue these bonds. They were not empowered to contract for the purchase of any property, or for the performance of any work, on behalf of the township.
