Chapter 89 of the Laws of 1901 took, effect on March twelfth of that year. It constituted certain residents of Oneida county a board of commissioners to acquire a site and furnish a new courthouse in the city of Utica, for the use of the county, and to.sell the present courthouse and site' and the present county clerk’s office and site in Utica, and conferred upon them the power to acquire the land necessary for the purpose by purchase or by condemnation proceedings.
