By the 4th section of the Act, any person considering himself aggrieved by such a warrant, may prefer a bill of complaint to any district judge of the United States, who may grant an injunction, upon bond and security, and the same proceeding shall be *152had on such injunction as in other cases, except that no answer shall be necessary on the part of the United States.
