From the amended petition and answer thereto, it appears without dispute that relator is a citizen and taxpayer of Oído; that respondents, who are the Governor, the Auditor of State, the Secretary of State, the Treasurer of State and the Attorney General, are the Board of Commissioners of the Sinking Fund; that, on February 14, 1964 and pursuant to an agreement with the Director of Highways, the commissioners sold certificates of obligation, $25 million face value, to Saloman Brothers and Hutzler of New York City for $25,000,627.50 plus accrued interest; and that said certificates…
