Plaintiff-appellant Joseph E. Jackson, a mandatory supervisee of the Pardons and Paroles Division of the Texas Department of Criminal Justice, who resides at a privately operated halfway house, seeks to appeal the district court’s judgment dismissing his action on the basis that he is a prisoner who has accumulated three strikes under the Prison Litigation Reform Act. Specifically, he requests leave to proceed in forma pauperis on appeal.
