LETTOW, Judge.
In this contract ease, the court conducted a trial from November 18 through 21, 2013 and February 5 through 6, 2014 in Washington, D.C. In 2010, plaintiff, Trust Title Company (“Trust Title”), contracted with the United States Department of Housing and Urban Development (“HUD” or “the government”) to provide real estate closing services for HUD, consisting of settlement and title services, in connection with the sale of HUD-owned properties in North Carolina to private buyers.…
