OPINION AND ORDER

WHEELER, Judge.

In this military pay case, Plaintiff Robert A. Dubsky, a Colonel in the United States Air Force Reserve, requests the Court to award him back pay for periods of active duty service in which he did not serve, but in which he allegedly would have served if the military had promulgated proper orders. Specifically, Colonel Dubsky alleges three distinct time periods in which the Air Force failed to place him on active duty as required by law.
