INTRODUCTION
This case concerns competing claims over an interest in a parcel of American Samoa Government ("ASG") owned land ("hangar property") at the Pago Pago International Airport located in Tafuna, American Samoa. In this matter, ASG uquests this Court to declare the respective rights and duties of the parties regarding the hangar property and the agreements made pertaining ¿hereto.
