Idaho Sporting Congress and the Ecology Center (collectively, “ISC”) appeal the district court’s denial of their motion for a preliminary injunction to prevent the United States Forest Service (“Forest Service”) from proceeding with certain timber sales in the Payette National Forest (“PNF”).
