DOYLE, Judge.

This is a case of first impression involving the authority and responsibility of the State Board of Private Licensed Schools (Board). The Board is an administrative board within the Pennsylvania Department of Education created by the Private Licensed Schools Act (Act), Act of December 15, 1986, P.L. 1585, as amended, 24 P.S. §§ 6501-6518. 1 Andrew Blanco, owner and operator of the Professional Bartenders Training Center, has appealed a determination of the Board that his center is subject to the licensing requirements of the Act.
