Defendant, Jared Hixson Wilt, has filed a motion for transfer of the above-captioned proceeding to the juvenile court division of the court. The parties have stipulated to all pertinent facts. On September 7, 1989, defendant was charged with the summary offense of violating section 3310(a) of the Vehicle Code, 75 Pa.C.S. §3310(a), which prohibits the driver of a motor vehicle from following another vehicle “more closely than is reasonable and prudent.” Defendant was 16 years old at the time the offense was committed.
