MEMORANDUM AND JUDGMENT
This case is before the Court on a petition for review of a final order of the Commissioner of Labor entered by the District Director of the Division of Workmen’s Compensation on June 23, 1980. That order granted scheduled income benefits of $3,600.00 to Linus Phillip based on a finding of permanent partial disability of 15% of the general physiological functions of his body. Mr. Phillip, the petitioner, claims total permanent disability and argues that the District Director’s decision was not supported by “substantial evidence.” For the reasons stated below, the order…
