Error to four judgments of circuit court of city of Norfolk, rendered June 29th, 1892, in the cases of Commonwealth against A. A. McCullough, Same against James E. Barry, Same against M. L. T. Davis & Co., and Same against A. A. McCullough & Co., all of which cases are precisely alike, the same questions being involved in each of them. The judgments being adverse to the commonwealth, it brought them here upon writs of error. Opinion states the case.

These cases, like the Virginia Coupon Cases, decided in April, 1885, and reported in 114 U. S., 269, and like Barry v.
