Plaintiff, J. C. Bush, brought this civil action against the United States for review of a decision of the Department of Agriculture’s Food and Nutrition Service [hereinafter the FNS] withdrawing his authorization to participate in the Federal Food Stamp Program, 7 U.S.C. §§ 2011 et seq. Plaintiff, the owner of Bush’s Gold Medal Market # 2, a retail food store, was authorized to accept food stamps from customers in exchange for eligible food items and to redeem the stamps for cash or additional inventory.
