On the 10th day of December, 1855, an act entitled “An act to secure the completion of certain railroads in this state” was passed by the general assembly, the governor’s objections to the contrary notwithstanding. This act was authenticated *356pursuant to tbe constitution and laws, and was deposited by tbe governor in the office of tbe secretary of state.
