On January 10, 1904, the city council of the city of Chicago passed an ordinance, the first section of which is as follows:
“Sec. 1. That permission and authority be and are hereby granted the Chicago Cold Storage Warehouse Company, its successors and assigns, .to build and maintain a platform or bulkhead in front of the premises Nos. 1526 to 1532 Indiana avenue.
