OPINION
GUADALUPE RIVERA, Justice.
Appellees served or are serving as municipal court judges for the City of El Paso, Appellant. Appellees entered orders directing that their judicial conduct and bench time not be monitored and the trial court found that the orders were not void as the City alleged. The trial court also held that Ordinance 15188, which merged the positions of the El Paso City Clerk and the El Paso Municipal Court Clerk, violated the separation-of-powers provisions of the Texas and United States’ Constitutions.
