NOONAN, Circuit Judge:
The National Labor Relations Board (the Board) seeks enforcement of its order directing Ancor Concepts, Inc. (Ancor) to reinstate and pay back pay to its five employees who were replaced during a strike in 1990. Amalgamated Industrial Union, Local 76B, International Union of Electrical Workers, AFL-CIO (the Union), to which the replaced employees belonged, has intervened in support of the Board’s petition for enforcement.
