WILLIAMS, Circuit Judge:
In this case, appellant Francisco Moreno Sosa seeks review of a district court’s decision to dismiss as untimely his collateral attack under 28 U.S.C.A. § 2255 (West 1994) of a federal drag-trafficking conviction. The district court dismissed the § 2255 motion sua sponte and without providing prior notice to Sosa. Sosa asserts that this dismissal violates our holding in Hill v.
