The plaintiff, Craig Wilson, appeals the district court’s denial of a preliminary injunction against the enforcement of an ordinance that prohibited peddling in certain areas near Rupp Arena before and after ticketed events at the arena. In a putative class action filed under 42 U.S.C. § 1988, Wilson claimed that the defendant had violated his free speech rights under the First and Fourteenth Amendments.
