LYNCH, District Judge.

The complainants seek to restrain the defendant the Central Railroad Company of New Jersey (hereinafter referred to as the railroad company) from erecting a steel and concrete bridge with bascule draws across the mouth of Newark Bay, to take the place of a wooden bridge having bascule draws which the railroad has maintained there for many years.
