Appellant-petitioner the Indiana Association of Beverage Retailers, Inc. (IABR) appeals the trial court's dismissal of its petition for judicial review of the appellee-respondent Indiana Aleohol and Tobacco Commission's (ATC) order granting Thornton Oil Corporation's (Thornton) application for a beer and wine permit. Specifically, IABR maintains that it was error to dismiss its petition for judicial review on the basis that it lacked standing to challenge the order.
