CROCKETT, Justice.

This is a declaratory judgment action brought to determine the validity of an act reapportioning the Utah Legislature, enacted by the 1955 Session.1 Plaintiffs are two members of the Salt Lake County Redis*194tricting Committee, appointed pursuant to the Act, and the defendants are the other members of said Committee and other named public officials concerned with its operation.
