National studies document the depth and scope of the problem,1 *641whose magnitude is troubling and whose solution is not apparent. The following statistics are among the most recent from a “nationally representative sample of youth in grades 9-12”:2

• “12% reported being in a physical fight on school property” (16% for males/ 7.8% for female);
